The committee goal was 100% support from businesses and property owners that abut the overlay area, between 7th Avenue and 7th Street, on Hatcher Road, and be heard by City of Phoenix Council for adoption June 2008. An information handout was developed to inform property owners, businesses and the general public about the initiative. Three community open houses were held in November 2007, January 2008, and March 2008. The Hatcher Road Overlay was then voted on approved and adopted by City Council on June 4, 2008.
